We want to work with Simi Valley City Council and City Staff to prevent 4G and 5G cell towers from being installed on utility or light poles in the residential areas of Simi Valley to protect our safety, privacy and property values.
The World Health Organization has classified radio frequency microwave electromagnetic fields from any source (pulsed, data-modulated, Radiofrequency Microwave Radiation) as a Group 2B carcinogen. However, Dr. Lennart Hardell, a member of the International Agency for Research on Cancer (IARC) comments on the National Toxicology Program final results that RF microwave radiation should be classified as Group 1, an agent that is carcinogenic to humans.
"[Group 1] is used when there is sufficient evidence of carcinogenicity in humans. Exceptionally, an agent may be placed in this category when evidence of carcinogenicity in humans is less than sufficient but there is sufficient evidence of carcinogenicity in experimental animals and strong evidence in exposed humans that the agent acts through a relevant mechanism of carcinogenicity."
We also know the technical specifications of the radiation being emitted by the 4G antennas, and we know that they harm living organisms. The next generation of Wireless, 5G, is going to aggregate bandwidth on frequencies from 600 MHz to 90,000 MHz and move large amounts of data through the air. Every Simi Valley homeowner needs to know that the installation of a Close Proximity Microwave Radiation Antenna (“CPMRA”) will decrease the property value of the four homes in closest proximity to the antenna by at least 20%.
People living or working near a 4G or 5G antenna will be exposed to constant RF microwave radiation. Thousands of peer-reviewed studies have shown clear evidence of harm from wireless exposure, including significant increases in brain and heart tumors and damage to DNA.
While an antenna on a pole on your block may not be in front of your home, one installed in your neighborhood can allow AT&T, Verizon, T-Mobile and Sprint to claim remaining poles, including the pole nearest to your house. In addition to private homes, public gathering places such as schools and churches will also be unprotected from the harmful RF microwave radiation emissions from the 4G and 5G antennas.
The City of Simi Valley, with the support and urging of residents, could resist profit-driven wireless densification by adopting new Wireless Municipal Codes and Zoning ordinances to regulate power output. Wireless Telecommunications Facilities (WTFs) that exceed a level needed for telecommunication service (ability to make a call or text) are unnecessary and harmful.
Since Jerry Brown, the Governor of California, vetoed SB 649 on 10/15/17 with the support of The League of Cities representing over three hundred California cities, the telecommunication companies Verizon and AT&T have decided to wage a battle against Comcast to offer a Wireless Video subscription service and have strategized a city-by-city counterattack to upgrade the existing 3G or 4G status quo with the next generation of wireless, 5G. Though Californians have already been charged $16 Billion by the telecommunication companies to lay fiber optic cables directly to our homes, we have never received this service. Though they cannot prove the existence of any significant gaps in wireless telecommunication service (an inability to place a call or text), AT&T and Verizon intend to preempt local authority and install 4G and 5G antennas on our electric utility poles and locally owned light poles. They are not concerned with aesthetics nor health effects. They are concerned only with profit. The FCC has approved their technology despite its potential harm to living organisms. It is left to individual towns and cities to protect their own interests.
The answer: Fiber to the Premises (FTTP)
The solution is both simple and easy — instead of more wireless, we need to install wireline Fiber Optic cables to each home and business in Simi Valley, which will provide much faster, more secure, more reliable and much more energy-efficient transmission of Internet and video data.
Despite the promises of additional convenience and the unbridled hype for 5G and the "Internet of Things” (IoT), the primary duty of our elected officials is to promote and preserve the health and welfare of Simi Valley's residents, voters and taxpayers.
Many people became ill, and are continuing to become ill, from the installation of PG&E’s so-called electrical “Smart Meters.” Recall that people damaged by 24/7 exposures from this wireless Advanced Metering Infrastructure (AMI) forced PG&E to offer an opt-out program.
Unfortunately, the situation we are in today with the imminent 5G antennas is not the same. Big Wireless (AT&T, Verizon, Sprint, T-Mobile, and other telecommunication giants) will not be offering any opt-outs. These so-called "Small Cell" towers would be installed just 15-50 feet from homes and transmit hazardous levels of pulsed, data-modulated, radio frequency microwave radiation 24/7 with no chance for individual home owners or businesses to opt out.
January 28, 2019: A resident spoke to the Simi Valley City Council Meeting urging a strengthening of Simi Valley’s Wireless-zoning ordinance.
February 7 to March 5, 2019: Members of a residential task force briefed several City Officials on the dangers of a 4G and 5G densified infrastructure in residential areas. City Officials included the head of the Planning Department, City and Deputy City Manager, and almost all City Council members. The topics discussed included:
Established science proves that exposure to wireless radiation can cause neurological illness, DNA damage, heart problems, reduced fertility and increased rates of cancer.
These transmitters so close to our homes violate our guaranteed constitutional right to privacy as it is a 24/7 surveillance grid.

According to the law, a city only has to provide service if there is a “significant gap in coverage”. Task force members inspected public records of two approved wireless applications. They observed that the applicants provided no analysis of "significant gap in coverage" consistent with the requirements. One application admitted the purpose was not to close a significant gap, but to add network capacity for data usage.

There have been several powerful 4G cell towers deployed around Simi Valley—five of which are in Wood Ranch.
These close proximity microwave radiation antennas, misleadingly called “small cells,” are mounted on public utility poles and light poles in the public rights of way; some are within 100 feet of homes and, most importantly, they are hazardous.
Simi Valley needs to do the same, no later than Apr. 15, 2019, after which a window of opportunity closes (we lose the ability to use the “aesthetic standard”) before the FCC Report and Order, WT Docket 17-79, becomes official.
There is an inconvenient truth that the carriers don’t want the city to know about. It is called fiber optics, which is safer, cheaper (over time), private and won’t affect property values. It’s also more energy efficient.
It is critically important that Simi Valley residents make efforts in a big way, right now, if they wish to protect their safety, privacy and property values.
We need large numbers of residents to show up at the Feb. 25 and March 25 City Council meetings. We need you to recruit neighbors.

Three residents spoke to the Simi Valley City Council Meeting during the Public Comment period urging no "small cell" 4G and 5G in any Simi Valley neighborhoods close to home. 25+ more stood in support. Speakers reminded the Council of pressing reasons for adding needed strong, protective amendments to the City’s existing Wireless Telecommunications Ordinance. They addressed the following negative aspects of 4G and 5G so-called "small cell" cell towers:

Hello Wood Ranch Neighbors,
I have some potentially good news to share about keeping our neighborhood safe, private, and preserve our property values. In case you haven’t noticed, dangerous 4G/5G transmitters are starting to metastasize on public rights of way in Wood Ranch within 200 feet of homes. The plan is to place these unsightly transmitters in front of every 2-10 homes.
Our property values will suffer as a result of this intrusion. I recently heard of a home falling out of escrow up north because a “small cell” was mounted on a lamp post in front of their home. Homes near cell phone towers are devalued 20-25%. Most Wood Ranch homes are at least $1,000,000—so that is an immediate loss of $200,000-$250,000!
So what is the potential good news? Myself and task force have been meeting with City Officials to help them create a protective wireless/zoning ordinance to regulate the transmitters so they will be located far enough away to preserve our property values, privacy and of course our safety. We believe they are listening. The Public Hearing for voting on the updated Ordinance will be March 25. But we need the community to ban together to let them know we want to keep the residential character of our neighborhood.

March 25, 2019:The Simi Valley City Council will hold a Public Hearing on the updated Wireless Ordinance at the 6:30 pm regular council meeting. We urge the residents attend this meeting to voice their approval for the Ordinance that will keep “small cell" (Close Proximity Microwave Radiation Antennas) at a safe distance from homes, schools, and parks. At the same time, residents must urge the council to pursue fiber-optic-cable to the premises. Fiber is far superior to wireless in every respect..
The Simi Valley's existing Wireless Communications Ordinance is currently in the process of being updated to directly address 4G-5G "Small Cells." It must be amended with setbacks and power output limitations to protect residential neighborhoods.
Speak in the open time at the start of the meeting. Ask Council members to direct staff to draft solid amendments to the City's telecom ordinance, and to put this matter on a regular agenda so it may be open to council and public discussion.
