Did you know . . .

On September 24, 2019, Nevada City City Council approved a Wireless Telecommunication Facilities (WTF) ordinance allowing a high-powered radiating 4G cellular antennas (easily upgraded to 5G at any time) to be installed outside your home: antennas as close as 25 to 50 feet off the ground and as close as 15 to 50 feet from your home?

This is coming to your neighborhood as soon as October 23, without your consent, unless YOU take action stop this. Show up to the next four Nevada City City Council meetings if you care about correcting this problem (see details, above).

4G/5G “small-cell” antennas have been misleadingly branded by the Wireless Industry to make them sound harmless. Thousands of peer-reviewed studies have proven THIS IS NOT THE CASE. Actually this harmful technology is using unnecessary Close Proximity Microwave Radiation Antenna (CPMRA) Wireless Telecommunications Facilities (WTFs), which are just the cheapest way for Wireless Carriers to install cell towers.

"To get around the capacity issue -- it's because so many people are [wirelessly] streaming video and other services like that, they [Verizon] have to have multiple sources for this. That's why we have the smaller cells because each [small] cell is capable of almost putting out the same energy as one macro cell."

On Feb 13, 2019, Vice Mayor Reinette Senum requested the City Council approve a Public Workshop to ensure the city and citizens’ better understanding of the wireless ordinance. The City Council denied that request. Also on that date the “Wireless Telecommunication Facilities in the Right of Way (PROW)” was passed and did not include any changes given by Vice Mayor Senum or the Public. Councilmembers and staff informed the public they could make changes later.

On Sept 24, 2019, the Nevada City City Council, once again, ignored the public’s request to strengthen a newer version of the wireless ordinance that not only would include the PROW, but also private and public land. It was during this process that the former restriction of prohibiting 4G + 5G CPMRAs in the RESIDENTIAL ZONES was quietly removed from the ordinance originally passed on February 13th, 2019. Also, removed was the requirement to keep pertinent equipment including propane generators underground.

The newly approved ordinance ALSO completely ignored the following:

  • The April 2019 California Supreme Court’s ruling that reaffimred the municipal authority's police powers to regulate the public rights-of-way. This opinion affirmed a 2016 appellate court ruling.

  • In that same ruling, the California Supreme Court Judges unanimously upheld a 2011 San Francisco ordinance requiring telecommunications companies to get permits before placing antennas on city infrastructure.

  • In August, 2019, the D.C. Circuit Court of Appeals ruled that the FCC did not adequately address the potential harms of deregulation or the benefits of environmental and historic-preservation reviews.

These recent court decisions restore the power given to local authorities and MUST be reflected in the Nevada City ordinance!

As it currently stands with the Nevada City ordinance, these so-called “small cell” towers could be installed just 15-50 feet from homes and transmit hazardous levels of pulsed, data-modulated, Radio-frequency Electromagnetic Microwave Radiation (RF-EMR) 24/7/365 — with no chance to opt out.

Read the information, below, to better understand what is at stake. Let your voice be known to the Nevada City City Council members that approved this. Simply showing up in SOLIDARITY will help, even if you choose not to speak!

  • What To Do: Demand the City Council do the right thing; protect our residents and avoid our City from becoming the place where democracy goes to die and cell towers metastasize. ALLOW public input -- unlike before! Listen to the Public and support legal and effective changes in the Wireless Telecommunication Facilities Ordinance recently passed on September 24th.

  • Why: The newly passed Nevada city wireless ordinance allows the installation of up to 240 CPMRAs per year for EACH WIRELESS CARRIER. They will become a cancer in our residential neighborhoods and will metastasize — in the future, they can grow in size, number and power — without public review or local oversight! Each CPMRA could include a propane-powered generator that will cause blight along our neighborhood sidewalks, be a noise nuisance, and become an explosive fire hazard.

The World Health Organization has classified radio frequency microwave electromagnetic fields from any source (pulsed, data-modulated, Radiofrequency Microwave Radiation radiation) as a Group 2B Carcinogen. Dr. Lennart Hardell, a member of the IARC committee wrote in his 3/12/18 comments on the National Toxicology Program final results

Based on the IARC preamble to the monographs, RF microwave radiation should be classified as Group 1: The agent is carcinogenic to humans.

The Problem: In a Nutshell

1. Each CPMRA could decrease the property values of the four closest homes by 20% to 30% or more.

2. Nevada City should not allow such a significant impact on our property values just to appease the business interests of AT&T Mobility, Verizon Wireless, T-Mobile or Sprint.

3. Serious adverse health effects result from the around-the-clock RF-EMR exposures, which is a toxic agent, particularly because CPMRAs are so close to where we live, sleep and heal. Thousands of peer reviewed studies, including by the US Government's National Institute of Environmental and Health Sciences (NIEHS) National Toxicology Program (NTP), show clear evidence of harm caused by wireless exposures, including significant increases in brain tumors, heart tumors and DNA damage. Other studies conclude neurological problems, melatonin suppression, infertility, headaches, insomnia, confusion, weakness, autism, Parkinson’s, Alzheimer’s and more from RF microwave radiation exposures at levels many thousands of times lower than our current Federal RF microwave radiation exposure guidelines — which are not protective. 4.We MUST resist this unnecessary, profit-driven densified 4G/5G roll-out, amend and STRENGTHEN the Nevada City Wireless Municipal Code.

5. The real estate grab by the Wireless Carriers is accelerating. Since Jerry Brown, the Governor of California, vetoed SB 649 on 10/15/17 with the support of The League of Cities representing over three hundred California cities, the Wireless Carriers have waged a battle to grab market share from Cable TV providers by offering an unnecessary and energy-inefficient Wireless Video subscription service.

  • Launched city-by-city counterattack to upgrade the existing 3G or 4G status quo with the next generation of wireless, 4G + 5G.

  • Californians landline customers have already paid over $16 Billion to the Telecom companies to lay fiber optic cables directly to our homes, but we have never received this promised service.

  • Though they cannot prove the existence of any significant gaps in wireless telecommunication service (an inability to place a call or text), Wireless Carriers and the FCC are attempting to preempt local authority and install 4G + 5G CPMRAs on our electric utility poles and locally owned light poles.

  • Wireless Carriers are not concerned with aesthetics nor health effects — they are concerned only with profit.

  • The FCC has approved this technology despite its potential harm to living organisms. It is left to individual towns and cities to protect their own interests via General Plan, Muncipal Code and Zoning Ordinances.

  • Cities can regulate the maximum power output levels of all WTFs to ensure that the equipment has no chance to exceed a level that is necessary for telecomunications service (the ability to make calls or texts). This would be RF-EMR no higher than -75 dBM anyhwere in public rights-of-way in Nevada City for all frequencies from 0 Hz through 300,000 MHz.

6. What is the Solution for Nevada City? Fiber-Optics to the Premises (FTTP) The solution is both simple and easy — instead of more Wireless, install Wireline fiber optic cables to each home and business in Nevada City, which will provide much faster, more secure, more reliable and much more energy-efficient transmission of Internet and video data. Doing so would preserve the unique character of Nevada City and prevent private Telecom companies from installing CPMRAs next to homes. It also reduces the chance of mass surveillance and hacking.


Despite the promises of additional convenience and the unbridled hype for 5G and the "Internet of Things” (IoT), the primary duty of our elected officials is neither convenience, nor promised future economic growth, but to promote and preserve the health and welfare of Nevada City’s residents, voters and taxpayers.

What YOU Can Do

Please come to the Nevada City City Council Meetings and speak or support others who will speak against these hazardous, visual blights that could blemish our beautiful town for the rest of our lives.

Tell Nevada City Officials:
  1. NO! No “small-cell” CPMRAs in ANY RESIDENTIAL ZONES!

  2. Keep all radiating antennas at least 1500 feet away from where people live, sleep and heal.

  3. Stop this Unjustified Real Estate Grab: if any Wireless Carrier installs ONE CPMRA on your street, AT&T, Verizon, Sprint, T-Mobile and others can come back to claim the real estate at the other utility and light poles in the neighborhood.

  4. Keep the equipment and propane generators underground.

  5. Restrict ALL antennas from “Sensitive Areas” such as schools, daycares, places of healing.

  6. Preserve and protect the residential character of the neighborhood: insist on uncapped broadband internet and video data transmitted by less intrusive fiber optic cables to homes.

  7. Choose to transmit broadband internet and video data in the most energy-efficient way: it takes many thousands of times less energy than Wireless to transmit a 4k video/movie via fiber optic cables.

City Council Meeting for Nevada City: September 25, 2019

What We Know: This Is Not Good

These so-called “Small Cell” towers would be installed just 15-50 feet from homes and transmit hazardous levels of pulsed, data-modulated, radio frequency microwave-millimeter wave radiation 24/7/365 — with no chance to opt out. Recall, that people damaged by 24/7/365 exposures from the Wireless Advanced Metering Infrastructure's (AMI) so-called "Smart Meters" forced PG&E to offer an opt out program. We need such an opt out for these CPRMA installations, as well: My Street, My Choice!

The Solution: Fiber to the Premises (FTTP)

Dear Esteemed and Honourable Madame or Sir, dear Nevada City Council members and staff,

The serious truth about Wireless 3G, 4G, 5G needs to be urgently heeded - before the roll out of Densified 4G + 5G results in an increase in the permitted levels of electromagnetic microwave radiation in Nevada City, CA, USA.

I am an associate professor, retired from the world-famous Karolinska Institute and the equally famous Royal Institute of Technology, Stockholm, Sweden, both with their close associations to the Nobel Prizes in Physiology or Medicine, Chemistry and Physics, and I am submitting testimony because I understand that you at present are participating in a fast deployment of 4G and 5G wireless systems in all your municipalities, without adequate sharing of information with the public.

For many years I have been studying health effects of wireless devices, such as cell phones, Wi-Fi, and similar. My research decades ago was instrumental in determining that the old CRT computer monitors were biologically harmful and that's why we switched them out for the less impactful flat screen monitors. I also played a similar role for the protection of pregnant women in front of computers.

Wireless communication is now being implemented in our daily life in a very fast way. At the same time, it is becoming more and more obvious that the exposure to RF electromagnetic radiation may result in highly unwanted health effects. This has been demonstrated in a very large number of studies and includes cellular DNA-damage (which may lead to an initiation of cancer as well as mutations that carry down generations), disruptions and alterations of cellular functions like increases in intracellular stimulatory pathways and calcium handling, disruption of tissue structures like the blood-brain barrier (which may allow toxins to enter the brain), impact on vessel and immune functions, and loss of fertility. It should be noted that we are not the only species at jeopardy, practically all animals, plants and bacteria may be at stake.

Because the effects are reproducibly observed and links to pathology cannot be excluded, the Precautionary Principle should be in force in the implementation of this new technology within the society. Therefore, policy makers immediately should strictly control exposure by defining biologically-based maximal exposure guidelines also taking into account the adverse biological impacts of long-term, low intensigy exposures, and including especially vulnerable groups, such as the elderly, the ill, the genetically and/or immunologically challenged, children and fetuses, and persons with the functional impairment Electromagnetic Sensitivity (which in Sweden is a fully recognized functional impairment, and therefore receives an annual governmental disability subsidy).

So, in essence, science is providing ever more convincing evidence that the RF radiation emitted by our wireless telecommunications devices and infrastructure can affect biological systems including humans and wildlife. These biological effects are acting even at exposure levels hundreds of thousands of times lower than government RF radiation maximum permissible exposure levels.

The consequences on health and environment can be all the more serious because: - exposure is ubiquitous, repeated and/or prolonged, - radiation from wireless technologies is modulated, pulsed and polarized, - some individuals may be more vulnerable (fetuses, children, sick patients), and/or the effects being much more prolonged (fetuses, children), - exposure is combined with other pollutants (e.g. chemical pollutants).

Damages to health and environment are already noticeable at exposure levels similar to those that are currently measured in Nevada City.

It is clearly not enough just to ensure exposure levels are below FCC RF radiation exposure guidelines. FCC and WHO recommendations are designed to only protect cells from excessive temperature increase successive to a maximal 30 minutes exposure to radiofrequency/microwave radiation. The basis for these recommendations were established in the 1980's and have not been revised since then, even though: - wireless technologies have developed very rapidly over the past 20 years, - exposure pattern has completely changed (ubiquitous, repeated, prolonged exposure, exposure of children and fetuses) - considerable scientific progress has been made in the identification of biological and health effects from RF radiation exposures.

Not everyone agrees on the question of absolute proof of damage because a certain number of unknowns remain, even at the scientific level. But there is no point using the fact that not all the grey areas have yet been dispelled to assert that there would be no health and environmental effects caused by the widespread deployment of wireless devices and infrastructure.

To date, we can no longer deny that thousands and thousands of studies indicate very real effects. The unbridled development of wireless systems is, in the more or less short term, conflicting with health and protection of ecosystems. Observations and return on experience indicate that damages are already in action.

I would like to remind you that, in 2011, the World Health Organization classified the radiofrequency and microwave emissions of wireless technologies as possible carcinogens. However, cancer is only one of the long-term consequences of prolonged exposure.

Radiofrequency radiation affects our cells long before cancer develops. Our body reacts with oxidative stress and inflammatory processes. When the exposure is repeated or prolonged, these mechanisms are maintained and may cause sleep disorders, disturbances in cognitive and reproductive functions, damage to cells and DNA. In the long run, the body's defence systems are being exhausted and diseases are threatening:

  • repeated infections,
  • infertility,
  • developmental disorders (e. g. embryonic),
  • neurological and neuropsychiatric disorders,
  • cardiovascular diseases,
  • neurodegenerative diseases including Alzheimer's disease,
  • cancers.

Fetuses, children, are particularly affected because they may be more vulnerable, and/or the effects being much more prolonged. Also they form the only basis for the future of mankind.

Every generation of wireless technology also swells the ranks of Electromagnetically Sensitive people who physically suffer from being exposed to electromagnetic radiation, whether or not they are aware of their Electromagnetic Sensitive sensitivity. Nocebo or psychological explanations are clearly not sufficient to explain the phenomenon.

Deploying densified 4G and 5G in addition to existing technologies, for sure, will increase the exposure of Nevada City's population. But beyond the additional layer of electromagnetic pollution it will constitute, there is strong suspicion that 4G + 5G, because of its technological specificities (frequencies, modulations, pulsations, narrowly focused and directional beams, densification of the antenna networks), will present even more serious health and environmental risks than existing technologies.

Engineers and the Telecom industry readily argue that there is nothing to worry about because the high-frequency radiation of 5G will be absorbed mainly at the periphery of the body. This is based on the presumed skin characteristic that the higher the frequency of radiation, the shallower the depth of radiation penetration. In other words, most of the electromagnetic absorption (and heating) would occur over the first few millimetres of the body's surface.

Concluding that there is no risk is forgetting that surface effects can be significant on external cells and tissues (skin, eyes for example), as well as on all blood cells which will pass the outer portion of the skin each five minutes. There are reasons to suspect that the deployment of Densified 4G + 5G may be accompanied by an increase in the number of melanomas and other skin cancers, and eye disorders. Finally, from practical tests, no such shielding effect has been demonstrated pointing to that the penetration is, after all, total.

But not only surface effects are of concern. There is also strong suspicion that 4G/5G RF radiation can have impacts far beyond the peripheral layers of the body. Living materials are not just homogeneous and inert conductive materials. It is a major mistake to omit the complexity of biological systems capable of responding to external electromagnetic stimuli otherwise than just through heating. Electromagnetic disturbances and chemical mediators (e.g. inflammatory mediators) can be spread throughout the body and induce biological (non-thermal) effects deep into the body. Such disturbances will also have an ideal avenue of spread via the peripheral nerves, the latter being found as superficial as 20-40 µm from the outer surface.

One should also remember that Professor Paolo Vecchia, head of ICNIRP at the time, at a conference at the Royal Society in London, said this in 2008 about using ICNIRP's technical guidelines:

What they are not (verbatim quote from voice recording):

  • Mandatory prescriptions for safety
  • The “last word” on the issue
  • Defensive walls for industry or others

He strongly emphasized that the ICNIRP guidelines are only technical in nature, and never were intended to be used as safety recommendations for medical issues or biological ones.

Furthermore, it should be noted that only one hygienic safety value ever has been proposed: 0.0000000001–0.0000000000001 µW/m² — this is the natural background during normal cosmic activities; proposed by myself at a trade union meeting in Stockholm, already in 1997 (i.e. one year before the publication of ICNIRP's 1998 paper), as a genuine hygienic safety value, and since then many times repeatedly presented. (Given the highly artificial nature of the current wireless communication signals, e.g. of their pulsations and modulations, it may actually boil down to 0 (zero) µW/cm2 as the true safe level.)

Do not ever believe it is possible to play it “safer” by only somewhat reducing the exposure levels! (cf. Johansson O, “To understand adverse health effects of artificial electromagnetic fields… …is “rocket science” needed or just common sense?”, In: Essays on Consciousness – Towards a New Paradigm (ed. I. Fredriksson), Balboa Press, Bloomington, IN, USA, 2018, pp 1-38, ISBN 978-1-9822-0811-0). Ironically, this means that even a Precautionary Principle – if it is not firm enough – may not prove precautionary at all. Instead it could lead to the classical “Late lessons from early warnings” or to my quote “Too late lessons from early warnings”… (Are you prepared to risk that for a set of toys, rather than life necessities..?)

So to believe that one single 6-, 10-, or 30-minute exposure of a fluid-filled plastic doll, in an otherwise completely radiation-free environment, only calculating acute heating effects, will be any form of safety measure is more than naive. It is dangerously naive.

The big players, like the WHO, the radiation protection authorities, the Telecom manufacturers, the Telecom operators, the insurance and the reinsurance industry are not naive, and they have therefore - legally - all 'abandoned ship', some more than 20 years ago, leaving the consumers and their local governments completely behind on a ship that floats helplessly around. The big player's decisions are far more telling than any test tube, mice or rat experiments I can show you, and it is therefore very high time to call these big players back. They sold us this "safe" ship, and now they need to prove that it actually is. And also for the other G:s, like 2G, 3G and 4G, and the upcoming 6G and 7G.

All living beings are Electromagnetically Sensitive! And given the extraordinary electromagnetic sensitivity of living systems, it is not a surprise that they can be affected even at extremely low exposure levels, especially if the exposure is ubiquitous and prolonged. And the exposure levels, as you know, are not "low" - compared to the natural background of such frequencies the man-made ones come at colossal, astronomical, biblical levels; just the current 3G systems are allowed at a maximal exposure level of 1,000,000,000,000,000,000 times the natural background!

Existing wireless technologies are increasingly charged because of the major risks they pose to health and environment. As a result, I support your citizens in their demand for taking all necessary measures to halt the deployment of Densified 4G and 5G and reduce the overall exposure levels.

I suggest you act before it is too late.

Nevada City has an incredible opportunity to protect the public now and work with industry to bring biologically safe technology to market. You are part of the future, and this time in another moral-ethical realm.

Subject: Request for moratorium on the deployment of Densified 4G + 5G, for radiofrequency radiation

 
To whom it may concern,

Radiofrequency (RF) radiation in the frequency range of 30 kHz-300 GHz is classified as a ‘possible’ human carcinogen, Group 2B, by the International Agency for Research on Cancer (IARC) since 2011. The evidence has since then been strengthened by further research so RF radiation may now be classified as a human carcinogen, Group 1, like asbestos and tobacco. Despite that, RF radiation exposures are expanding with increasing personal and ambient exposure. One contributing factor is that most countries rely on guidelines formulated by the International Commission on Non-Ionizing Radiation Protection (ICNIRP), a private German non-governmental organization. ICNIRP relies in their evaluation only on thermal (heating) effects from RF-radiation, thereby excluding a large bulk of published science showing detrimental effects caused by radiation below that which causes measurable tissue heating.

The fifth generation, 5G, for RF radiation is about to be implemented world-wide in spite of insufficient investigations of potential risks to human health and the environment. We took the initiative to an appeal sent to EU in September 2017. Currently more than 260 scientists and medical doctors ask for a moratorium on the deployment of Densified 4G +5G until health risks from this new technology have been investigated by truly industry independent scientists. Unfortunately, decision makers seem to be uninformed or even misinformed about the risks as exemplified in this article https://www.spandidos-publications.com/10.3892/wasj.2019.28.

A new EU report admits that 5G is a massive experiment and:

”Significant concern is emerging over the possible impact on health and safety arising from potentially much higher exposure to radiofrequency electromagnetic radiation arising from 5G. Increased exposure may result not only from the use of much higher frequencies in 5G but also from the potential for the aggregation of different signals, their dynamic nature, and the complex interference effects that may result, especially in dense urban areas.”

Most countries rely on opinions by a cartel of some fraudulent “experts”, within ICNIRP and the Scientific Committee on Emerging and Newly Identified Health Risks (SCENIHR), most of whom have ties to industry. Thus the same situation exists also for USA.
